The numbers are 24 LDUs (LDrawUnits) high, corrisponding to the height of a brick 1x1. The straight horizontal arrows and dotted lines are scaled to match the width of a 1x1 plate/brick, while the vertical ones are bound to the heights of 1x1 bricks. Just download the .dat files and store them in your \PARTS directory.
The LDraw system is currently moving towards the support of custom parts folders. In case you are already using MLCad 3.10 I suggest creating a special folder named "Helpers" in the MLCad directory and telling MLCad to scan this folder at start-up [1]. Open the MLCad.ini file in an editor and add SHOW <LDRAWDIR>Helpers under [SCAN_ORDER].

[1] Please note that beside LDView, most of the LDraw system tools do not yet support MLCad's newest feature. To run such a .ldr or .mpd file in LPub you have to turn off Check DAT(s) against Part List in the Configurations > LPub > Controls tab.

Use the matrix (either in MLCad or a text editor like LDDP) to scale the numbers. A matrix like: 2 0 0 0 2 0 0 0 2 would double the measures, while 0 0 3 0 3 0 -3 0 0 would triple it and rotate it at 90° at the same time.
Please take notice that I designed the arrows two-dimensional and they might not show up in an orthogonal view (like MLCad's two-dimensional panes), when looking from a specific angle. They are also optimized for an isometric 3D view and have to be adjusted to custom view angles.
